Description

Build a TLS 1.3 HANDSHAKE_encrypted_extensions Packet.

Parameter early_data_accepted

True to include the empty EXTENSION_early_data accept acknowledgement (RFC 8446 section 4.2.10).

Note

Minimal otherwise: no ALPN/SNI-ack/other extensions are negotiated here yet.
